Conspiracies to improve the government budget

If we want a cost-effective approach to health care and government entitlements, we can go back to all the conspiracy theories -- except instead of AIDS being a conspiracy to wipe out gays, we need some disease to wipe out baby boomers in order to save social security and medicare.
